ParticipationApparantly, participation is possible through various committees or subsidiary organs. Requests for participation may be made on an annual basis or for a three-year rolling term: see APEC Guidelines on Managing Cooperation with Non-Members.
However, it appears that civil society participants are somehow second class participants. In particular, for participation in the "Telecommunications and Information Working Group" and other relevant APEC working groups, a high-level cross-sectoral Business Advisory Council (ABAC) exists, but no corresponding Civil Society Advisory Council.
