What is this?

In situations where the internet is congested (possibly as a result of suddenly reduced capacity due to a disaster), there may be a need to prioritize data packets corresponding to urgent, potentially life-saving communication.

Discussion

This desire conflicts with one of the original design principles of the Internet as a "dumb network". Currently the Internet is not designed to support such traffic prioritization. Consequently, there is a need for research and discussion on whether design principles of the Internet can be modified to support this objectives without too much negative impact on the benefits of the Internet's current design.
