Some problems can be adequately addressed without direct government action, for example by means of industry self-regulation. In other areas, it is necessary for governments to impose and enforce appropriate rules, or to otherwise create incentives for actions that benefit humanity as a whole. For example, on the topic of Censorship circumvention, one of the proposed solution technologies, Telex, is likely to require government incentives (in countries that want to contribute to safeguarding freedom of expression and information and Freedom of communication internationally). On the other hand, for example for IP address allocation there are no arguments about government action being required in that area.
