What is this?

• It should be reasonably easy to determine even for outsiders which decisions and actions where taken, when, by whom, and for what reasons.
• Ties of decision-makers to particular stakeholder groups should be disclosed.
• Any potentially relevant personal financial or other interests of decision-makers should be disclosed in advance.
